@dgold I saved a copy of the letter to attempt to gain a bit more understanding of the government position. I didn't get as far past the words for the home nation as the omission of that once-strategic bit of land. Heh! Gibraltar! Maybe it's some twisted nationalistic strategy; when the Spaniards take it over we Brits can invoke some anti-Armada sentiments.
